The IGA in Picard, that had a finish date of August, then November, then December 15th, NEVER GOT FINISHED!!! :( They got pretty far, but they have again pushed the date back. They started to paint the outside a few shades of green, and it was looking promising, but still, not done. I really wanted to go shopping there 1 time before I left Dominica. Good old Dominica, moving slowly, at their own pace despite deadlines, on island time as usual. :)
